Unprectable Disasters

  • Earth quake :

    Preparedness :
    The regions are now categorized as Zone III as far as Earth quake is concerned. All the government buildings, Bridges, culverts constructed after 1998 were designed for Earthquake force. Prior to that, the buildings were designed for maximum wind speed. This event could not be predicted earlier, considering other disasters.

    Operation :
    On the Earth quake attack, immediately all the field staff/officers will be called for duty to survey the damages and fire service and police service will also be called for co-operation.
    In department, high level meeting will be convened to assess the damages and to sort out rescue operations in the cases of collapse/distress of buildings. In cases of distress to bridges and culverts, within a half a day alterative measure will be chalked out and temporary restoration will be taken up immediately to restore traffic so as to transport relief materials.

  • Fire :

    Preparedness :
    This will happen only in Buildings/huts/dwelling units/market places and wherever the disaster happens, the services of the fire personal will be resorted to.

    Operation :
    Such disaster happens in Government buildings, concerned Divisional Engineers/staff will cooperate with fire service and immediate arrangement for assessment of damage shall be taken up and the structural safety will be ascertained and reported to Government.

  • Lightning :

    Preparedness :
    As mostly this is expected not only during cyclonic/monsoon periods but also during monsoon period and thunder storms. All tall Government buildings /OHTs have been provided with lighting arresters.

    Operation :
    On receipt of damage, immediately the structural soundness and damages will be assessed and reported to Government and at the earliest, the building /OHT will be restored for normal operation.

  • Accidents :

    This is not only dealt by Public Works Department and Department will take up with the nature of accidents by co-coordinating with line departments and very few have already explained in the above and following events.
    However as this event is unpredictable, the preparedness shall be oriented with operation. Accident may cause collapse of buildings, Bridges and culverts. Hence such disaster due to this event has taken place the department of concerned division will immediately assess the damage and report the matter to the High Level Committee under the Chairmanship of Chief Engineer.
    The Committee after considering all the parameter will take up the following operation procedures.

  • In case of Building collapse :

    The drawings of the building will be handed over to fire/police personal and cooperate for rescue operation. The debris will be cleared and the assessment of damage will be ascertained.
    Within a short period, the rehabilitation of the building will be decided and will be taken up in time frame to put into the building for use else new building will be designed considering the cause of damage occurred.

  • In case of Bridge & Culvert collapse :

    The staff and official of the concerned division will swing into action to take appropriate measures to barricading the structure and the damage will be reported to this High Level Department Committee and at the earliest diversion path will be laid to restore traffic movement.
    In the next phase the new structure will be put up at the earliest possible time and the cause of damage will be considered while design the structure to with stand all parameters of disaster.

  • Chemical Disaster :

    Operation :
    The OHTs/water supply units/pumping stations will be inspected and the water quality will be checked to all parameters with reference to Central Public Health and Environmental Engineering Organisation, World Health Organization norms and the portability of water will be maintained.
    In the event of water supply get polluted, the supply will be terminated from the polluted source and alternative arrangement will be made and the matter will be reported to Government.

  • Atomic/Radio active disaster :

    Operation :
    This is a very special type of disaster and all water supply outlets will be checked for radio activate contamination and the cause of accident zone will be determined and reported to the Department of Revenue and disaster Management and the nearby thermal station experts will be called for to get their advise.
    Till such time the supply will be terminated and to the maximum possible fresh ground water through tanker will be supplied and public advertisement will be aired on the "Dos and Don'ts" and the restoration report will be submitted to Government.

  • Epidemics :

    Operation :
    The OHTs/water supply units/pumping stations will be inspected and the water quality will be checked to all parameters with reference to Central Public Health and Environmental Engineering Organization ,World Health Organization norms and the portability of water will be maintained.
    In the event of water supply get polluted, the supply will be terminated from the polluted source and alternative arrangement will be made and the matter will be reported to Government.

  • Other Disaster:

    In addition to this the department SOP is required in the contingency of terrorist attacks, where this department has to co-operate with Police Department, for which a separate procedure is drawn and appended.

  • Objectives:

    The SOP for the disaster management shall be implemented mostly at the time of happening and aftermath.
    The Objectives of this SOP are :

  • Preparedness to handle the predictable disaster.
  • To retrieve and restore normalization of public life in the event of predictable and unpredictable disasters.
  • Rehabilitation process.
